I’m Malena Gutierrez, the State Identification & Recruitment (ID&R) Coordinator for the Ohio Migrant Education Center. I’m excited to introduce you to the
District Student Lead Form - a key tool designed to support school districts in identifying students who may be eligible for Title I, Part C.
While this form provides a simple way for you to refer students, it’s important to note that only certified migrant recruiters can officially determine eligibility for Title I, Part C services. That’s where our collaboration begins.
I can work with you to develop an suitable district recruitment plan. Part of that effort includes providing multi-level trainings tailored to you secretaries, family liaisons, ESL coordinators, and attendance officers so they can recognize key qualifying indicators and make timely, effective referrals.
Through this simple process, we can ensure that no eligible students are overlooked. If you would like assistance in developing a district recruitment plan or scheduling a training for your team, I’m here to support you. Our collaborative work will connect migratory students with the opportunities and services they deserve—beginning with a single lead.
Are you unsure if you have migrant students enrolled in your district?
You can conduct a simple survey in your district to find out if you have any unidentified students eligible for the Title I-Part C migrant education program. Just download the
Occupational Survey tool and insert your own district letterhead. You can disseminate the survey districtwide or use it to target certain families. If a parent checks YES to question #1
and checks at least one of the qualifying occupations in question #2 on the survey form, please notify the OMEC office right away.
You will be instructed to complete the
District Student Lead Form on the children in your district that appear eligible for the Title I- Part C program. OMEC staff will schedule an interview with the family for an official eligibility determination.
